Current Bidders by CPA
We are aware that since February a number of bidders have withdrawn from certain areas, or in some cases the whole competition, and have changed their preferences in others.
Following discussions that ACEVO has held with MoJ we are pleased to confirm that MoJ will be holding a 3rd Lot refresh where they will ask T1s to refine the list of areas in which they plan to submit bids.
We have been told that this information will be available in the next couple of weeks and will be shared with all registered T2 and 3 organisations.
If you still haven’t registered you should e-mail MAS@justice.gsi.gov.uk to receive instructions and a registration form to complete.

Dear 2nd and 3rd tier registered providers,
The number of organisations registered continues to grow and is now nudging 920. Thank you for registering with us.
Please find attached a reissue of documents previously issued so that the later registrants can catch up with previous communications. The bidder per CPA regions (at the first lot refresh in January 2014) and the single point of contact for each of the tier 1s. Below is the link to the competition page on the MOJ website where you can find further information.

Please note that a further communication will be issued to you once the next bidder refresh takes place which is expected to be in the next few weeks. You should note that we expect there to be a few changes in the bidders for each CPA region but until the bidders formally confirm to us in the lot refresh we are unable to confirm any changes.
Also attached is the full list of 2nd & 3rd tier organisations who have registered with us. Many of you have requested changes or updates since your registration form was submitted - please alert us if the spreadsheet details have any errors or omissions in them and we will update and send through to the Tier 1 bidder's data room.

regardless of some dropping out there are still plenty of bidders and I still think we are in grave danger of being sold off.
ReplyDeleteI don't see any good news here. The lot refresh was always going to happen in an ITN process, prime bidders are there in enough numbers and the tier 2 & 3 list is growing..where's the silver lining?
ReplyDeleteI should have made clear the list of primes is as of 12th Feb and some have dropped out since. The fact is though that many bidders are concerned about low morale amongst staff and the terms and conditions the unions have negotiated. I've heard this from several sources and the MoJ is certainly worried. The recent strike has made some bidders nervous.
ReplyDeleteI still maintain it will be shared out on an economy of scale model, with capita, sodexo, ingeus, a4e & maybe sentinel pocketing all but a couple of token areas - one might be a mutual, the other a voluntary sector consortium. The "refresh" is in my view spinspeak for "getting everyone to agree what they'll be given" so a united front can be presented and MoJ look like they are masters if the bidding universe. Serco have been extraordinarily canny in bagging Soames, brother of the grand masse Nicholas. That will help them move in to start mopping up - maybe hit back at capita for nicking their golden goose (aka tagging) and secure London & home counties after all? That will be pissing off g4s, who might wade in with something interesting to increase their chances "oop north" and thus regain their Manchester fiefdom.
ReplyDeleteIn the northeast Mr Vardy might get to play judge & jury for a while but he'll get bored of the rules, realise he isn't allowed to actually hang sinners and return to playing with his cars and faith academies.
I worry most about Sodexo, Ingeus and a4e. Well connected, well funded, very keen. I wouldn't be surprised to find Blunkett's pawprints on a4e's bid paperwork.
Sadly it doesn't look good.

DeleteYou may be right, but I disagree. In order to be presented as a success there has to be a number of big names up there as primes and there's a rumour about Capita pulling out and A4E are in trouble with on-going court cases with staff charged with fraud. But, by the nature of an epic omnishambles, anything can happen and I see there still being big trouble in getting the contracts successfully let.
ReplyDeleteHmmm, so maybe capita are happy with the tagging goose - both serco and g4s contracts - and maybe serco gave been sufficiently cleansed to be the new prime-in-waiting?
DeleteAs you say, its all in the wind. But the strike was, I believe, an important statement to bidders. As is this blogsite, which seems to be attracting large numbers of hits daily now. Good work, that man. Have yourself a single malt.
I only got the taste for whisky since starting the blog - Famous Grouse or anything on special offer usually - but I might just reach for the malt as it's the weekend......

ReplyDeleteThis is the original 30 bidder set - and this is MoJ bulls**t - they are not still all in the frame - the key is "MoJ will be holding a 3rd Lot refresh where they will ask T1s to refine the list of areas in which they plan to submit bids." which is when those bidders who have pulled out will be replaced by the big boys who have been "encouraged "by the mandarins to look at more regions....I was told in my area there was only two bidders left ...this list still has four ....smoke and mirrors from a rattled minister.

ReplyDeletePerhaps some bidders should be aware of the 'tricks' employed by some of the mutuals such as the Cumbria Lancashire mutual that has advertised for serving SPO, PO and PSO to be seconded to them to help write the bid-seems as though the much heralded ethical wall has gone the way of its Berlin brother?
